Pick up and read the EMERCOM leaflet
Five spawns, any one starts the chapter: inside a green shipping container at the Scav base EMERCOM camp on Woods, on a tent west of the highway near the Path to River extraction on Interchange, on a tent at the highway on Interchange, at the EMERCOM medical unit on the ULTRA mall ground floor, or as the Note by Item #1156 on a table in the prototype weapon area of The Labyrinth.

Locate and obtain the device fragment
Streets
Two possible spots, and you only need one of the two keys. Either the closed section on the second floor of the LexOs car dealership, in a food container, using the Car dealership closed section key - the dealership grounds are laced with Claymores. Or the marked room in the Chekannaya 13 building, in a flower pot, using the Mysterious room marked key.
Hand over the device fragment to Mechanic

Plant the hacking device in the server room in The Lab
The Lab
The Local network hacking device is stashed next to the office chairs in the server room on the first floor. Mechanic mails you one and sells more by barter. If you already planted one during Boreas, this completes automatically.

Keep the fragment of Item 1156 or hand it over to Mechanic
Handing it over pays 1,500,000 roubles. Keeping it unlocks the Better Served achievement.
Find a lead on Item 1156
The Note mentioning Item #1156 has three spawns and only the first needs a key: office no. 4 on the second floor of the TerraGroup main building on Ground Zero (level 21+, TerraGroup science office key), a bookshelf near the central stairs on the ground floor of the northern blue chalet on Lighthouse, or a desk in office O22 on the second floor of The Lab.
